E2 TECH PANEL DISCUSSION: MAINE DEP'S NEW SOIL CLEAN-UP GUIDELINES FOR PETROLEUM AND NON-PETROLEUM CONTAMINATED SITES

At the January 28, 2010 E2Tech forum four professionals will discuss "Maine DEP's New Soil Clean-up Guidelines for Petroleum and Non-Petroleum Contaminated Sites"
 
These new DEP guidelines apply to petroleum and to non-petroleum sites such as VRAP and Brownfields sites.  This timely environmental topic will have an impact upon the work of many E2Tech members. 
 
Panelist and their topics include:
George Seel of the Maine DEP will outline the DEP perspective regarding the petroleum site guidelines
David Wright also of the Maine DEP will discuss the Maine Remedial Action Guidelines (MERAGs)
Keith Taylor of St. Germain & Associates will provide a consultant’s overview
Hope Jacobsen of the law firm Perkins Thompson will discuss the legal perspective.
Each panelist will have 10-15 minutes to speak; sufficient time will be allowed for Q & A following the panel.
 
Biographies of the panelists: 
 
Hope Jacobsen is a shareholder and director of Perkins Thompson, where her practice focuses on environmental and land use law.  Ms. Jacobsen counsels a wide variety of business, institutional and individual clients on environmental liability, permitting, compliance and due diligence issues, particularly those associated with business and real estate transactions.  She also assists clients with brownfields redevelopment, Superfund and Maine “Uncontrolled” sites, and the Maine Department of Environmental Protection's Voluntary Response Action Program ("VRAP").
 
George Seel is the director of the Division of Technical Services in the Maine DEP’s Bureau of Remediation & Waste Management.  He has worked at DEP for over 30 years in a variety of programs, ranging from field inspections and enforcement to radioactive waste management.  He is responsible for the Department’s remediation of long-term petroleum contamination sites impacting drinking water, ground water, soil and indoor air.  Prior to coming to the DEP, George worked for the U.S. Department of the Interior as a forester and as an environmental planner for the Connecticut DEP.  He has a BS and MS from the University of Maine.
 
Keith Taylor is Senior Hydrogeologist at St. Germain & Associates with 25 years experience in environmental consulting.  He holds a MS degree in Geology and is a Maine Certified Geologist and New Hampshire Professional Geologist.  Keith specializes in the interpretation of geologic, water quality and chemical data and has particular expertise in assessing risk, liability, remedial options and redevelopment opportunities on contaminated properties.
 
David Wright is Director of the Division of Remediation at Maine DEP.  Formerly he was DEP’s section chief for the Air Toxics & Emissions Inventory Program, and before that the Unit leader of the Beneficial Utilization program.  He holds a BA in Biology with an Environmental Concentration from Colby College in Waterville Maine.

Directions:
 
From the north: Take I-295 to Exit 10 and then left on Bucknam Road. At the light, turn right onto U.S. Route 1 and continue south for one mile. After the blinking light at the intersection of Routes 1 and 88, Gilsland Farm Road will be on the right, marked by a sky-blue sign. Our environmental center is approximately .25 mile down the gravel-road driveway.
 
From the south: Take I-295 to Exit 9. Continue 1.9 miles north on U.S. Route 1 and turn left at sky-blue sign onto Gilsland Farm Road. Our environmental center is approximately .25 mile down the gravel-road driveway.
